The Russian Duma recently ratified the Reciprocal Exchange of Logistics Support (RELOS) pact. This vital defense deal was initially signed between India and Russia on February 18, 2025.

Russian President Vladimir Putin is set for a two-day state visit to New Delhi. He arrives on Thursday and Friday, December 4-5, 2025. Just before his visit, the Russian Parliament, or Duma, approved a key defense deal. This crucial approval came on Tuesday, December 2, 2025.
This defense deal is known as the Reciprocal Exchange of Logistics Support (RELOS). The RELOS agreement allows both nations to deploy military assets. Troops and equipment can be stationed in each other’s territories. This support is meant for joint military exercises. It also covers humanitarian assistance and disaster relief operations.
India and Russia Conduct Joint ‘INDRA’ Exercises
India and Russia regularly conduct the joint military exercise ‘INDRA’. INDRA stands for India-Russia. Russia is a unique partner for India in military cooperation. It is the first country where all three wings of India’s armed forces participate. They exercise with all three wings of the Russian military. This includes the Army, Air Force, and Navy. The exercise is known simply as INDRA.
Duma Chairman Praises India Pact
State Duma Chairman Vyacheslav Volodin addressed the assembly’s plenary session. He spoke highly of the RELOS agreement with India. Volodin stated, “Our relations with India are strategically and comprehensively strong, and we attach special importance to them. We understand that the approval of this agreement today is another step towards the development of cooperation and our relations between the two countries.”
Putin’s Agenda for India Visit
Russian President Vladimir Putin fully clarified his agenda before traveling to India. Putin confirmed he will attend the 23rd India-Russia Annual Summit. He is scheduled to meet with Prime Minister Narendra Modi. Discussions will focus extensively on trade and import issues. He asserted that “Russia will continue to work on an independent economic policy, keeping its country’s interest in mind.” The approval of the RELOS agreement strengthens this partnership.
