High-Stakes Talks Expected: US and Europe Watch Closely as India-Russia Summit Kicks Off

The upcoming India-Russia summit will be intensely monitored by the US and European nations. These countries recently pressured India to limit its Russian energy imports. They also urged India to encourage President Putin to halt the ongoing war in Ukraine.
A Grand Reception for a Key Ally
India gave President Vladimir Putin a grand welcome on Thursday. Prime Minister Narendra Modi personally met the Russian leader at the airport. This visit will culminate in the annual summit. It aims to strengthen economic, defence, and technology ties. This is crucial amidst the current global geopolitical shifts.
This trip is Putin’s first to India in four years. He last visited in December 2021 for the last annual summit. It is also his first visit since the Ukraine invasion began in February 2022.
Modi’s Personal Gesture and Private Diplomacy
It was a cold winter night when Modi greeted Putin. Modi personally received him as he stepped onto the red carpet. This showed the high significance New Delhi attaches to the visit. The two leaders hugged and shook hands. They then briefly watched a cultural show on the tarmac.
Next, they quickly moved into a white SUV. They joined a motorcade heading to the PM’s official residence. Modi hosted a private dinner there. This allowed both leaders to hold candid, far-reaching discussions. The talks were held away from the public and media spotlight.
Modi expressed his delight on social media. “Delighted to welcome my friend President Putin to India,” he posted. He added, “India-Russia friendship is a strong, proven bond. It has greatly benefited our people.”
Formal Agenda and Strategic Significance
The formal events start on Friday. This includes a ceremonial welcome at Rashtrapati Bhavan. A tri-services guard of honour will also take place. Their main discussions will happen at Hyderabad House. Both sides are expected to sign several agreements. These deals will boost cooperation from trade to academia. The two leaders will also address a business forum. This forum seeks to attract investments. It will also help increase Indian exports to the Russian market.
Modi and Putin last met three months ago. This was during the Shanghai Cooperation Organisation (SCO) Summit in Tianjin, China. This visit lets India reassert its strategic independence. It plans to revive defence and trade links with Russia. This comes despite US pressure to reduce Russian oil and military hardware purchases. They also spoke five times on the phone this year. Putin hosted the last bilateral summit in Moscow in July 2024.
Dinner Discussions Set the Tone
The Thursday private dinner included a few close aides. Discussions there will set the tone for the main summit on Friday. Anonymous sources said they would “review the whole bilateral relationship.” They would also “look at global and regional issues.” The source noted the informal setting allows for “a more frank conversation.”
Summit Priorities: Trade, Defence, and Nuclear Energy
Ahead of Putin’s arrival, a spokesperson spoke about the summit agenda. Dmitry Peskov mentioned insulating bilateral trade from US sanctions. Cooperation on small modular nuclear reactors is also planned. Deepening the extensive defence cooperation is a third point. Russian hardware accounts for 36% of the Indian armed forces’ inventory.
Indian officials confirmed a mobility agreement is also on the agenda. This will help Indian skilled workers join the Russian labor market. Steps to diversify the trade basket will also be discussed. India aims for better access to the Russian market. Indian exports are less than $5 billion. The total two-way trade volume is $68 billion.
Geopolitical Backdrop and Western Scrutiny
Putin’s visit occurs amid worsening India-US ties on trade. President Donald Trump imposed a 25% tariff on Indian goods. This punitive tariff was over Russian energy purchases. This brought total levies to 50%, one of the highest globally.
European Union (EU) members are closely tracking the visit. The EU plans its own summit with India in January. They expect to finalize a Free Trade Agreement (FTA). They also want to deepen the defence and security partnership. Envoys from France, Germany, and the UK criticized Putin. They published an op-ed before his arrival. It sharply criticized him for blocking efforts to end the Ukraine war. German ambassador Philipp Ackermann said the visit is a chance. It allows India to remind Putin to stop the war. It is also an opportunity to discuss a strategy to end the fighting.
Peace Messaging on Ukraine
The private dinner and the summit offer a chance for Putin. He can brief Modi on the Ukraine situation and US peace efforts. Sources indicated the Indian side will re-emphasize its consistent message. Dialogue and diplomacy are the only way forward. A solution cannot be found just on the battlefield.
