Iran’s negotiating team has quietly shared the full terms of a proposed ceasefire and peace framework with Washington and the document is far more sweeping than anyone expected.

Iran’s Mehr News Agency has published the terms of a proposed peace memorandum between Tehran and Washington a 14-point document that lays out a detailed roadmap for ending the ongoing conflict on all fronts.
The details came from a source closely connected to Tehran’s negotiating team. The draft calls for an immediate and complete halt to hostilities across every active front, including Lebanon.

Washington’s Obligations Under the Proposed Framework
Under the proposed terms, the United States would commit to staying out of Iran’s internal affairs entirely. Washington would also pledge full respect for Iranian sovereignty. A full naval blockade lift within 30 days is also part of the deal. American troops would pull back from areas bordering Iran.
The document also requires the Strait of Hormuz to reopen within 30 days under Iranian rules and protocols. Sanctions on Iranian oil and petroleum-based products would end. Tehran would also regain access to its frozen financial resources.
A $300 Billion Reconstruction Pledge and Nuclear Talks
One of the most striking demands in the draft is financial. “The United States and its allies must present a reconstruction plan for Iran worth no less than $300 billion,” the document states.
Following an initial ceasefire, both sides would then enter a 60-day negotiation window. That period would cover a final nuclear agreement, a full rollback of US sanctions, and the removal of certain UN Security Council and IAEA Board of Governors resolutions. During those 60 days, Washington would freeze any military build-up in the region and impose no new restrictions on Iran.

Iran’s Nuclear Pledge and the $12 Billion Activation Clause
According to Fars News, Tehran has reaffirmed its commitment under the Nuclear Non-Proliferation Treaty meaning Iran will not develop nuclear weapons. In return, Washington would unblock $12 billion in Iranian assets at the start of the peace process half of the total amount planned for release.
A UN Security Council resolution would formally ratify the final agreement. Both parties would also establish a dedicated oversight mechanism to monitor compliance.
Trump’s Claims and Tehran’s Pushback
Just a day earlier, US President Donald Trump announced the cancellation of what he called “very powerful” strikes against Iran. He claimed that both sides had agreed on all deal details and suggested a signing ceremony could happen soon, somewhere in Europe.
Iran’s Foreign Minister Ismail Baghaei pushed back calling Trump’s statements speculation. He stressed that no final version of the document exists. Meanwhile, Axios reported that the draft still needs approval from Iran’s supreme leader, Mojtaba Khamenei.
