Russian President Vladimir Putin made a bold declaration in Beijing on Wednesday quality education is not a luxury. It is the backbone of any truly sovereign and united nation. Putin joined Chinese President Xi Jinping at the grand opening ceremony of the cross-years of Russia-China cooperation in the field of education, held at the Great Hall of the People in Beijing.
