Putin Views US Proposal as Potential Basis for Ukraine Peace Deal

Moscow confirms receiving the draft plan while threatening further advances if Kyiv rejects the 28-point proposal terms.

Moscow Receives the Proposal

President Vladimir Putin stated Friday that a U.S. plan could “lay the foundation” for a Ukraine peace deal. This confirms Moscow received a copy from the United States for the first time. He referred to Washington’s 28-point plan. He believes it enshrines many of Moscow’s key demands.

Threats of Territory Loss

Putin threatened to seize more land if Kyiv rejects the current proposal. He noted the recent capture of Kupiansk. He warned this “will inevitably be repeated in other key areas of the front line.”

Details of the Draft Plan

Western media outlets obtained the draft Ukraine peace deal. It requires Ukraine to cede territory it currently controls in the Donbas. Ukraine must also reduce its armed forces size drastically. The nation must declare neutrality and pledge never to join NATO.

Kremlin’s Official Stance

Earlier Friday, the Kremlin said it received no official proposal despite reports of a drafted plan. Officials reiterated commitment to principles agreed upon at the Alaska summit in August.

Zelensky and Trump’s Reactions

President Volodymyr Zelensky said Thursday he was prepared for “honest” discussions regarding the plan. Sources say Trump endorsed this plan earlier this week. Trump indicated Friday that he set a Nov. 27 deadline for acceptance. He told Fox Radio that Thursday is “an appropriate time.”

Resistance and Financial Concessions

The reported terms will likely face resistance in Ukraine. It is unclear if Putin will accept concessions requiring Russian actions. This includes transferring $100 billion in frozen assets to help rebuild Ukraine.

Peskov on Negotiations

Kremlin spokesman Dmitry Peskov declined to answer if Moscow accepts these provisions. He said discussing details publicly is not useful. However, he stated they remain ready for peace negotiations. He added that Russian advances should make choices clear to Zelensky. Peskov noted Zelensky’s decision space is shrinking as territory is lost.

Corruption Scandal in Kyiv

This news comes at a difficult moment for Zelensky. His government faces a massive corruption scandal since the 2022 invasion. A watchdog uncovered a $100 million scheme in the energy sector. A businessman linked to the president is the alleged mastermind.
