Chief Election Commissioner Gyanesh Kumar stated that printing and training will occur from October 28 to November 3, 2025. Following this, the House Enumeration Form will be available from November 4 to December 4.

The Chief Election Commissioner (CEC) of India, Gyanesh Kumar, announced the schedule for the Special Intensive Revision (SIR) of the electoral rolls. CEC Gyanesh Kumar released the list of states adopting the SIR process at a press briefing in Vigyan Bhawan, New Delhi, on Tuesday, October 27. The electoral rolls for these states undergoing SIR were frozen at midnight tonight. The states where the CEC announced the SIR process include Uttar Pradesh, Chhattisgarh, Madhya Pradesh, Rajasthan, and Gujarat.
Timeline for SIR in Five States
Printing and training will take place in these five states from October 28 to November 3, 2025. Subsequently, the House Enumeration Form (HEF) will be distributed from November 4 to December 4. The draft electoral rolls will be published on December 9, 2025. The period for filing objections and claims is from December 9, 2025, to January 8, 2026. The notice phase will run from December 9, 2025, to January 31, 2026. The final electoral roll will be published by February 7, 2026.
Booth Capacity and Structure
Gyanesh Kumar mentioned that all members of one family will have their names at a single booth, facilitating convenience for voters. No booth will have more than 1200 voters. Some new polling booths will be established, including ones in high-rise societies.
History and Purpose of SIR
The CEC noted the goal of SIR is to include eligible voters and remove ineligible ones from the list. SIR will commence in the second phase across 12 states and union territories. He stated that SIR has been carried out 8 times between 1951 and 2004. Political parties have previously raised concerns regarding shortcomings in the voter list.
Role of Booth Level Officers (BLO) and Online Filling
He announced that the Enumeration Form (EF) will be printed for all voters today itself. Every BLO will visit each house at least 3 times. Voters residing outside can also fill the EF online. No other documents or forms will be required during the Enumeration Form phase. Gyanesh Kumar stated that a draft list will be prepared afterward for those whose EF is returned. Voters whose linking cannot be completed will receive a notice to provide their details.
