Need for Global Reform
Prime Minister Narendra Modi called for changes in global governance institutions on Sunday. He spoke at the India-Brazil-South Africa (IBSA) Leaders’ Meeting. He stated that these bodies are disconnected from 21st-century realities. They fail to represent the current world order.
Unified Message Required
Modi highlighted the lack of representation in top bodies. “We all agree that global institutions do not reflect the realities of the 21st century. None of us is a permanent member of the UN Security Council. This clearly demonstrates that global institutions no longer represent today’s world. IBSA must send a unified message to the world—institutional reform is not an option but an imperative.” This meeting happened alongside the G20 Summit in Johannesburg.
Outdated Systems
The institutions mentioned include the United Nations and the World Trade Organisation. The World Bank and International Monetary Fund were also included in this list.
Stance on Terrorism
Modi urged close cooperation to fight terrorism. He insisted on zero tolerance for double standards. “United and decisive action is essential for global peace and prosperity.” This statement came shortly after the Red Fort blast in Delhi on November 10.
Push for Technology
The PM highlighted technology’s role in human-centric growth. He proposed an IBSA Digital Innovation Alliance. This would help share public infrastructure like UPI. It would also share health platforms like CoWIN and cybersecurity frameworks.
AI and Future Growth
Modi sees a big role for IBSA in new tech. “IBSA can assume a leading role in emerging technologies, particularly in the areas of digital public infrastructure and artificial intelligence…This will accelerate the growth of our digital economies and create scalable solutions for the Global South. Together, we can contribute to the creation of safe, reliable, and human-centric AI norms.”
Upcoming Initiatives
He suggested launching this alliance at the AI Impact Summit next year. The summit will take place in India. The PM called the IBSA meeting very timely. It matched the first G20 Summit held on African soil.
Voice of the Global South
This marks the end of four G20 presidencies by Global South nations. The last three were held by IBSA members. Developing countries are collectively known as the Global South.
Shared Priorities
Modi spoke on the progress made. “Across these three summits, we have advanced several important initiatives on shared priorities, including human-centric development, multilateral reform, and sustainable growth. It is now our collective responsibility to strengthen these initiatives and enhance their impact.”
Future Cooperation
IBSA nations can aid each other’s growth. Modi pointed out areas for work like millets and green energy. He also mentioned disaster resilience and traditional medicines.
New Agricultural Fund
He praised the IBSA Fund for its work in forty countries. It helps in education and health. The PM proposed a new IBSA Fund for Climate Resilient Agriculture.

South African President Cyril Ramaphosa hosted the meeting. Brazilian President Luiz Inácio Lula da Silva also attended the event.
