Putin’s India Visit Set to Stir US Reactions; PM Modi Meeting Agenda Revealed

Russian President Vladimir Putin is arriving in India on December 4. Discussions will focus on defense cooperation, S-400 missile delivery, energy purchases, and the Russia-Ukraine conflict.

President Putin’s First Post-War India Trip

Russian President Vladimir Putin will embark on a two-day visit to India starting December 4. The Ministry of External Affairs (MEA) has officially confirmed this trip. During his stay, President Putin will meet with Prime Minister Narendra Modi. He is also scheduled to meet with President Droupadi Murmu. This marks Putin’s first visit to India since the Ukraine conflict began in 2022. Both leaders recently met at the latest SCO Summit.

MEA’s Official Statement

The MEA stated that Putin is visiting India at the invitation of PM Modi. He will participate in the 23rd India-Russia Annual Summit. India is hosting this significant meeting this year. Putin will also attend a reception and dinner at the Rashtrapati Bhavan. This event will be hosted by President Droupadi Murmu. The MEA noted that the visit will review the ‘Special and Privileged Strategic Partnership’ between the nations. Furthermore, the leaders will exchange views on important regional and global issues.

Focus on S-400 Missile System

India is currently exploring options to purchase additional S-400 surface-to-air missile systems from Russia. These missiles proved highly effective during “Operation Sindoor.” India has already received three squadrons of the missile system. The delivery of the remaining two squadrons is anticipated by the middle of next year.

Defense Secretary Rajesh Kumar Singh confirmed a key summit topic. India will seek a timeline from Russia regarding the delayed S-400 missile delivery. He stated, “The meeting will primarily address broad issues of defense cooperation between the two countries. We expect Russia to respond to clear up the delivery delays and specify a timeline.” India will also discuss delays in other major Russian defense projects. It will push for faster progress and implementation. Discussions might also include the possibility of purchasing at least two squadrons of the Su-57 fighter jet.

Energy and Crude Oil Procurement

Russia has extended an offer for further discounts on crude oil purchases to India. This offer comes after the US sanctions reduced India’s oil buying volume.

Dialogue on Russia-Ukraine Conflict

The Summit may also include talks about a possible peace roadmap for the Russia-Ukraine war. Prime Minister Narendra Modi has consistently advocated for a quick end to the conflict and peace establishment.

External Affairs Minister S. Jaishankar recently discussed the matter with Ukraine’s Foreign Minister. India reiterated its stance for an immediate cessation of hostilities and lasting peace. This visit is Putin’s first to India since February 2022. His previous visit was in December 2021 for the annual Summit. PM Modi, conversely, attended the same Summit in Moscow last July.
