The Central Government has placed a massive focus on small and medium cities in Budget 2026-27. Finance Minister Nirmala Sitharaman announced a ₹20,000 crore investment for the next five years. This fund will strengthen urban facilities in Tier-2 and Tier-3 cities, especially religious hubs. The government believes these cities will drive the nation’s future economic growth.

Small Cities as Development Hubs

While presenting the budget, the Finance Minister stated that growth will not stay limited to metros. Tier-2 and Tier-3 cities will receive better roads, water, and sanitation. These improvements aim to turn smaller towns into new centers for jobs and investment.

Identification of City Economic Regions

The government will now classify specific cities as ‘City Economic Regions’ (CER). This categorization will depend on their local strengths like manufacturing, tourism, or logistics.

₹5,000 Crore Support for Each Region

Under this proposal, every City Economic Region will receive ₹5,000 crore over five years. This capital will upgrade basic infrastructure and boost the local economy significantly.

Tourism as a Major Job Creator

The Finance Minister described tourism as a vital pillar for employment-based growth. She noted that tourism creates direct jobs for youth, locals, and small business owners alike.

Special Skill Training for Youth

The budget introduces specialized tourism skill programs for young people. These courses will focus on hotel services, tour guides, travel management, and digital skills. Mudra scheme loans will also support homestays in rural and semi-urban areas to encourage self-employment.

Development of 50 Major Tourist Spots

The government will collaborate with states to develop 50 major tourist destinations across India. These sites will see improved connectivity and better hotel facilities. Hotels will now receive infrastructure status to attract more private investment.

Focus on Religious and Buddhist Sites

The budget emphasizes the development of spiritual and Buddhist locations. This move aims to attract a higher number of domestic and international travelers.

Promoting Medical and Wellness Tourism

Medical and wellness tourism will grow through private partnerships. Better facilities and easier visa processes will facilitate this growth. Under the ‘Gyan Bharatam Mission,’ over one crore manuscripts will be digitized. National digital archives will preserve Indian knowledge systems through various institutions.

Seven New High-Speed Rail Corridors

Seven new high-speed rail corridors will accelerate rail connectivity across India. The Mumbai-Pune route will become much faster and more convenient for daily commuters. The Pune-Hyderabad corridor will link Maharashtra and Telangana directly. Meanwhile, Hyderabad-Chennai and Hyderabad-Bengaluru links will connect major IT hubs.

Additionally, the Chennai-Bengaluru high-speed link will simplify travel between Tamil Nadu and Karnataka. In North India, the Delhi-Varanasi corridor will connect the capital to the holy city. Finally, the Varanasi-Siliguri corridor will provide strong connectivity for Eastern and Northeastern states.
