India Has ‘Every Right to Respond,’ S. Jaishankar Delivers Stern Warning to Terrorists from Moscow after Delhi Blast

EAM Jaishankar reaffirmed India’s unwavering commitment to counter-terrorism during his address to SCO leaders. He also held a crucial bilateral meeting with the Russian Foreign Minister.

Zero Tolerance for Terrorism: Jaishankar

Following the recent Delhi blast, External Affairs Minister S. Jaishankar stated India’s right to protect its citizens. Addressing the SCO meeting in Moscow, he emphasized the organization’s founding purpose. “We must never forget that SCO was established to tackle the three evils,” he said. Those evils are terrorism, separatism, and extremism. These threats have unfortunately intensified in recent years. The world needs to show zero tolerance for all forms of terrorism. This is crucial for global security.

India Will Respond Forcefully: EAM

Minister Jaishankar clearly asserted that India will continue its action against terrorism. India is prepared to respond forcefully. He advocated for a change in the SCO’s working methods. Regarding terrorism, he stated, “There can be no justification for it. There can be no overlooking or any cover-up.” He added, “As India has demonstrated, we have the right to protect our people. We will certainly exercise this right against terrorism.”

Call for SCO Operational Changes

“India believes the SCO must adapt to the changing global scenario,” he noted. It should develop a broader agenda. The organization also needs to reform its working methods. “We will contribute positively and fully to achieving these objectives,” he pledged. EAM S. Jaishankar arrived in Moscow on Monday (November 17, 2025). He was there to attend the Shanghai Cooperation Organisation (SCO) Council of Heads of Government meeting.

Minister Jaishankar reiterated New Delhi’s long-standing call for unified action. This action is against terrorism without any compromise. He spoke while addressing the SCO leaders. He stressed that fighting this menace must remain a shared priority. His statement comes shortly after the recent terrorist blast in Delhi.

Bilateral Talks with Russian Foreign Minister

Upon arriving in Moscow, S. Jaishankar met with Russian Foreign Minister Sergey Lavrov. According to Russia’s TASS news agency, they discussed bilateral cooperation. Discussions also covered regional and global developments. These included SCO, BRICS, the United Nations, and G20 matters.
