The National Democratic Alliance (NDA) released its joint manifesto for the Bihar Assembly Elections (2025) on Friday, October 31, 2025. This document contains several major promises for the people of Bihar. Details about the manifesto were shared at a press conference. This event took place at Hotel Maurya near Gandhi Maidan in Patna.
Top Leaders Mark Presence
BJP National President JP Nadda attended the event. Deputy Chief Minister Samrat Choudhary and Bihar BJP State President Dilip Jaiswal were also present. Union Minister Dharmendra Pradhan was another key figure. Chief Minister Nitish Kumar, Sanjay Kumar Jha, and Lalan Singh also took part. Other attendees included Union Minister Jitan Ram Manjhi and Chirag Paswan. Rashtriya Lok Morcha President Upendra Kushwaha also joined them. The joint manifesto was released in everyone’s presence.
Pledges for Jobs and Women Empowerment
Deputy Chief Minister Samrat Choudhary spoke about the manifesto’s promises. He announced a provision for over one crore government jobs and employment. Every district will have a mega skill center. This aims to establish Bihar as a global skilling center. The government will provide up to two lakh rupees assistance under the Chief Minister Women Employment Scheme. The goal is to create one crore “Lakhpati Didis” (prosperous women). “Mission Crorepatis” will also be initiated, he added.
Focus on Backward Classes and Farmers
The manifesto mentions aid up to ten lakh rupees. This aid is for various professional groups within the Extremely Backward Class (EBC). A high-level committee will be formed. This committee will be headed by a Supreme Court Judge. It will assess the social and economic status of different EBC castes. The committee will then suggest fair steps to the government. These suggestions will focus on empowering these castes. The ‘Karpuri Thakur Kisan Samman Nidhi’ scheme will begin. Farmers will receive a benefit of ₹9,000 annually through this scheme. There will be a one lakh crore investment in agri-infrastructure. All major crops can be purchased at MSP (Minimum Support Price) at the Panchayat level.
Infrastructure and Urban Development
The manifesto details the ‘Bihar Gati Shakti Master Plan’. Seven expressways are promised for construction. The plan includes modernizing 3600 kilometers of rail tracks. ‘Amrit Bharat Express’ and ‘Namo Rapid Rail Seva’ will be expanded. Metro services will start in four new cities. A greenfield city is planned as ‘New Patna’. Satellite townships will be developed in major cities. The birthplace of Maa Janaki will be developed. It will become a world-class spiritual city called ‘Sitarampur’. International airports are planned for Darbhanga, Purnia, and Bhagalpur. Domestic flights will start from ten new cities. Every district will get state-of-the-art manufacturing units. Ten new industrial parks will also be developed. Several other important announcements were also made.
Mahagathbandhan’s ‘Tejashwi Pran’
The Mahagathbandhan had released its manifesto earlier on October 28. Their joint document was named ‘Tejashwi Pran’. The opposition’s manifesto includes many big promises. These include implementing the Old Pension Scheme. Another promise is an act for one government job per household. This act would be created within 20 days of forming the government. Tejashwi Yadav has stated that he would “sacrifice his life” to fulfill this ‘Pran’.
