As he left for Geneva for the Russia-Ukraine peace deal talks, Rubio stated the US authored the proposal.

The 28-point Russia-Ukraine peace deal includes inputs from Russia, according to US Secretary of State Marco Rubio. He added that the plan also considered previous feedback from Ukraine. Rubio departed for Geneva recently to discuss this Ukraine peace plan. He insisted that the proposal was authored solely by the United States.
State Department Clarifies Stance
Earlier, State Department spokesman Tommy Pigott addressed allegations from US lawmakers. They claimed the peace plan favored the Russian side heavily. Pigott stated the United States drafted the plan with inputs from Russia and Ukraine.
“As Secretary Rubio and the entire Administration has consistently maintained, this plan was authored by the United States, with input from both the Russians and Ukrainians,” Pigott wrote on X.
Dispute Over the Proposal
Current US attempts to resolve the conflict face major disputes. A group of US lawmakers says the plan is entirely favorable to Moscow. These lawmakers held a press conference at the Halifax Security Forum in Nova Scotia. This event took place in Canada on Saturday.
Lawmakers Call it a Wish List
Republican Mike Rounds and others said Rubio told them the proposal is not the official US position. They believe it lays out a “Russian wish list”, AFP reported. “What he (Rubio) told us was that this was not the American proposal. This was a proposal that was received by someone…representing Russia in this proposal. It was given to Mr Witkoff,” Rounds said.
Rejection of the Plan
Rounds continued his strong statement regarding the Ukraine peace plan. “It is not our recommendation. It is not our peace plan.” Senator King echoed this sentiment firmly. “the leaked 28-point plan — which according to Secretary Rubio is not the administration’s position — it is essentially the wish list of the Russians that is now being presented to the Europeans and to the Ukrainians.”
