French prosecutors announced on Tuesday the arrest of three individuals. They are suspected of spying for Russia. They are also accused of promoting Russian war propaganda. The arrests are part of a larger investigation. This probe focuses on the French-Russian group SOS Donbass. Concerns about Russian interference are currently high across Europe. This is due to rising tensions over Moscow’s war in Ukraine.

The Arc de Triomphe Incident and Key Suspects

One detainee is a 40-year-old Russian man. Surveillance footage captured him in September. He was seen hanging pro-Russian posters on the Arc de Triomphe in Paris. The city prosecutors’ office confirmed this. The man reportedly contacted the head of SOS Donbass later. She is a 40-year-old woman, also detained. French counter-espionage officials suspect her. They believe she tried to get financial data from French business executives. The Russia-born woman was on the French domestic intelligence service’s (DGSI) radar. She has been monitored since early this year.

Intelligence Probe and Legal Ramifications

The DGSI found “actions likely to harm the fundamental interests of the nation.” These actions were linked to the woman. Consequently, an investigating magistrate was appointed in March. The magistrate is probing several suspected offenses. One is “collusion with a foreign power.” This serious charge is punishable by 10 years in jail. SOS Donbass claims to be a humanitarian organization. It purports to offer aid to civilians in eastern Ukraine’s Donbas region. This region is partly controlled by Moscow.

Other Individuals Involved

The third person arrested is a 63-year-old man. He was born in Seine-Saint-Denis, a northern Paris suburb. A fourth suspect, aged 58, was not detained before trial. However, he was placed under strict supervision. He must report to a police station weekly. The investigation into the Russian interference continues.
